The interior on my new 200 is in pretty good shape. Drivers side is a little dingy but nothing an afternoon with Leathertique won’t fx. However, there is a rip on the passenger front seat back. Is this leather or vinyl? Can it be fixed or am I looking at a replacement?

I can't say from personal experience with a rip that big, but I have had smaller rips repaired. There is a mobile service that goes around to local dealers doing reconditioning work on their used vehicles. I reached out to them directly, and they came to me to do the repairs. It was pretty affordable (three tears repaired for $75) and they did a good job.

Just replaced my LX passenger side, $178 out the door from the dealer. Two bungees on the bottom, pop out the footwell light, two screws tucked up under the bottom edge of the pocket, and then pull down.

I've noticed some dealers use a 3rd party warehouse for parts with much cheaper prices than Lexus fulfillment. Check your local dealers if their online parts catalogue matches the same format then call and ask if their parts counter can match their online pricing. An example would be Longo Lexus or Keyes Lexus out here in SoCal. Their online parts service matches the discountpartsmonster website with very close pricing and you'll save shipping.

LX uses a different seat back than cruiser, having a solid slot pocket vs the mesh.
OP, that part of the seat is vinyl. Whatever you find I’ll be watching as I have a similar but much smaller tear. Mine is black though.

Any leather or upholstery repair service, either mobile or at the dealer, will be able to fix that. May not look factory perfect after the fix, but should be close enough. If you try and repair a hole that big yourself, results may vary and frustration almost guaranteed.
