So I have been dealing with leaky fuel cans for years and finally searched mud and found out my cans all came without the gaskets that go in the lids. I hopped on ebay and bought a couple packs of em but they don't seem right. They are loose in the lid so they will just fall out if I am not super careful how I open and close the can. What gives? Is there more then one "Scepter Military Fuel Can Gasket"?

It's hard to tell in the pics but do you still have the lip in the cap the center ring should have a lip on it raised about 1/2" that "holds" the gasket in place on the lid it's common for them to break off if you were using the original diesel gasket with gas. Gas causes the original gasket to shrink breaking the ring.
 
Yep there is usually a cylinder on that cap part made from very thin material that retains the gasket. Very common to break them there and yours are broken.
