Rocker Arm Support Reassembly

Rebuilding 81 2F engine and I am finding that the rocker support assembly doesn't want to fit down over the studs and I can't figure out why. I don't want to force it and damage the threads. Any ideas?

Also, the machine shop did not label the lifters. Am I taking a big risk just tossing them in or should I spring for new lifters and push rods?
 
Traditionally lifters and rods go back in the same hole. Did the shop dress the lifters? What did they do for the cam? Its a tractor, not an F1 engine. Still you want it to last as long as it can - to me that's frequent oil/filter changes, proper valve lash adjustment and don't over rev it.
 
There's a NOTCH on the shaft the rocker arms slide on. That notch is to align the oiling holes. That notch aligns with one of the studs or bolts (I forget). When it's aligned properly the assy will just slide down.

You may have to slide the rocker arms over to find the notch.

Definitely not dressed. Cam was cleaned up.

Take one of the two BOLTS that go in between the studs and put it into the rocker arm stand. Rotate the stand until the bolt passes easily through the stand and you will have found THE NOTCH.😉
 
The really important surface is what rides on the cam. Since they did the cam, I think the lifters can go in any hole.
Use some assembly lube. leave the spark plugs out and use the starter to spin the motor over and build oil pressure. Put the plugs in and fire it up. After it warms up check the valve lash again.
