Removing 28 year old manifold heatshield bolts

I assume you mean the old bolts? Yes. 4 of them with a 3/8 ratchet, 1 with a 1/2" after hammering on a 12 point 11mm socket because the head was rounding off, and 1 with a standard 6 point 12mm wrench.

I was asking because someone - in this thread, iirc - had suggested freeing rusted bolts with an impact, and I've never heard of such a thing.
