Question on Cutting to Accomodate Receiver Hitch?

My son and I are making a rear bumper for his 92 truck... We want to integrate a 2" receiver hitch but want this to go through the bumper itself. Will cutting the rear valance (name ??) affect the integrity of the bed in any way? Would like to cut behind of where the license plate is attched.

I highly doubt it would. It's such a small piece and itsnt really there for any purpose besides holdong the license plate.
 
The roll pan is mostly decorative. I notched mine for the bumper mounts. I used a conduit punch to make the notch at the top, then sliced down with a cutoff tool.

Thanks Mudder, that's what I thought but just wanted to confirm.
