I think that’s the 90999-00174 that superseded the original 90999-00164. 00174 is all you can get from the dealer.
edit never mind you are right that one is slightly different from the 00174.
i have and keep tons of 174's in stock and that's a soft rubber head type i think ?

My Old 1994 era Dealership FACTORY SST Factory Key Code Cutting Machine Finally got too tired and sadly had to be taken out to pasture and SHOT .............
I Hunted for the right new machine for several weeks , i wanted to push ever deeper into the NON-USA Keys and Locks Topic , so i Surfed online over seas and Discovered
NipponDenso made a AUTOMOTIVE Exclusively ONLY Unit That would Meet My Needs well
I invested in ALL GLOBAL TOYOTA SOFT WARE applications , GLOBAL SPEC. markets , EU Spec. Saudi Spec. and JAPAN Spec. Key Codes and the Ability to CUT OLDER toyota Applications also from 1962- LATER till today 2021 ....
