OEM Oil Valve Seals Don't Fit

I got the spring off the exhaust valve on cylinder one of my 79 2F engine, but the only way I could get the valve seal off was to get a screwdriver under the lip of the seal and pop it off. When it came loose, it launched itself like a missile. I spent an hour looking for it, but have yet to find it.

I oiled up the valve stem and new seal, and put a straw over the stem and tried to seat the new seal, only to discover the metal base of the new seal won’t fit over the valve. Attempt #1: I put a deep socket just big enough to fit over the valve stem and pushed and then tapped on it, but destroyed the seal. Attempt #2 was just like the first attempt, except I put a flat washer on top of the seal and tapped on the washer instead of directly on the seal. Same result.

The seals are Toyota OEM part # 90913-02033. I have checked multiple sources, and they all list the part number as the correct seal. They were purchased from a Toyota dealer.

Any idea what the heck is going on?

Maybe it has chevy valves? Mike the valve stem, Pry off another seal carefully and compare it to your new seals. So are you saying the seal doesn't fit over the valve or more likely the valve guide.
 
I guess it won’t fit over the guide? The 1/2” x1/2” tube doesn’t fit over the base of the stem.

Here the thing the 2nd seal I attempted to install is stuck on the valve stem and is keeping it from dropping into the head. It is in a position that prevents me from getting a micrometer on it. I don’t want to take another seal off without anyway to hold the valve.
 
Is it snug tight or bear hug tight? They are supposed to be a tad snug.
 
If you want my advise: a head and manifold gasket is like $100. Get the full set for like $250. I don't know what your local engine shop charges but ask them about doing a complete valve job and have them replace the valve seals while they are at it. You need to watch several valve jobs on you tube.
Dial calipers will fit in places that a micrometer doesn't.

If it has chevy valves, perhaps they re-cut the valve guides too. That's why I ask you to compare what is on the engine for valve stem seals to the new one you are trying to install. You should be able to measure the valve stem(s) I/E in the engine now and compare that to the spec's in the book for Toyota valves.
 
As I said they are so tight I couldn’t even force them on by tapping on them.

I should have said I tried to measure it with a dial caliper not micrometer.

While I can’t be certain if someone put a gun to my head I go with the engine has never been cracked open. It only has a 124k miles on it.
 
Did you by chance do a compression test first - Yes; what are the numbers No you should have, it would have helped in the diagnostic.

Well some thing is wrong/weird here. Maybe you got a different head like from a 1 or 3F or something

Does the valve wiggle (side to side, back and forth) in the valve guide.

You need to find the lost seal or take off another one so you can post pic's of the old and new seals side by side in several views top down, side and top up.
 
What does the valve compression have to do with the size of the valve guide? I’ll keep looking for the original seal, but I can tell you they look identical.
No side to side movement or wiggle in the valve stem
