Hello from iceland.
I just bought a 1999 (1kzte) 90 Land Cruiser with 400000 km And it won’t go over 1100 rpms when I floor it.
It was last daily driven somewhere between 2018-2019.
What I have done is-
Changed fuel filter.
Put diesel straight into the injection pump past the fuel filter.
Cleaned the little strainer beneath the banjo bolt.
When I cleaned it it went from only doing max 1000 to 1100.
And I have roughly checked the wiring.
No engine light but it does throw the timing control signal code on (14)

What can I possibly check more?

Probably a broken/damaged wire going to the timing control valve. You have to remove the front left wheel to get to it as its a bastard of a spot to get to. Theres two wires going to the rear/underneath of the injector pump. Take a good look at the wires. One will likely be broken. Cut, strip wire, resolder and heat shrink the repair and you should be golden!

Just fought this issue this week ...
- Check SCV (Spill Control Valve)
- Check crank sensor+ wiring (and correct polarity on wires)
- Check TCV (Timing Control Valve) in the back of the injection pump
- Check ESS (Engine Speed Sensor ), on top of the injection pump
- Check pump angle adjustnment

Does your engine knock at idle? If so, it's definitely your timing control valve wiring or the connector itself. Try wiggling the TCV connector with your engine idling. If the knock goes away, you know it's the plug itself. Mine is doing this atm. The little orange rubber seal/ring is missing out of the connector plug so it sits loose over the socket and wiggles loose intermittently. I've had to zip tie the wiring to hold it all tight until I can get a new plug.

Otherwise check the wire some more. You might ha e to remove some shielding to inspect up the wire a bit more. You need to take the front left wheel off to get in to it properly under the wheel guard. I've had to repair that wire 3 times now!
