That rules out servos I would say
 
ice build up on evap core. expansion valve in LC? I don't know, I haven't looked. But at this point I would take it to someone and check pressures. frost on evap I think normally means low pressure.
 
So now it is throwing a code 21 on top of the code 12 and 23. Found a leak and replaced the hose. Had it gauged and filled by a shop and it is still freezing up. Grrr. Going to start swapping pressure switches
 
(I looked, LC.s have themistors. Should be upwind of the evap core, I've never seen it though.)

21-solar sensor,
If testing is done in a dark area, Code 21 may set even though system is normal. Shine a light at solar
sensor and recheck codes.
12-ambient temp sensor,
If outside air temperature is -58 F (-50 C) or less, code 12 may occur though system is normal.
23- pressure switch, malfunction is current. Code is not stored in memory.
