Cloth seats are pretty common up to 94. I wouldn't call it poverty just because of the cloth seats.

That may be true. I used to think that, but now not so sure. I think of poverty pack as the most basic truck available, no extra cost adders. Getting a truck without sunroof, 3rd row seats, rear sliders and tint would probably be a special order and may end up costing more. But that's just speculation.

I used to have a true poverty pack 80. It had no fender flares (came with a chrome trim around fender edge), no sunroof, no 3rd row seats, no sliding rear glass, no roof rack, and the 2nd row was a single bench seat, not split. It was basic... The fanciest thing it had was power windows and locks.
