New to me 1996 HDJ81 - What is this aftermarket component?

Have been lurking on the forums for a while, but finally got my 80 and had a question I couldn’t find an answer to. I bought my 96 through a Japanese auction, it has the 1HD-FT of course, but has an aftermarket device mounted to the valve cover. Looks like the lines running to and from it are fuel lines from the fuel filter and to the injection pump, as well as 3 grounded wires. This is my first diesel, so forgive me if this has an obvious answer. Below is a photo of said device. Thanks in advance for any answers!

Are all the wires definitely grounded?
I would guess it's a fuel heater. 1hdft have a heating element in the intake to preheat intake air for cold starts. I'm wondering if it's connected into the same circuit?

Square block between the cross over pipe and the intake plenum is the air heater.

There was a 'Snow Version' of the hdj81 produced by Toyota for Japan and Europe for extreme cold climates. These had fuel heaters in the fuel filter assembly, 24 volt starter system and a roll down blind to partially cover the radiator in extreme cold conditions.

Is there a SNOW sticker anywhere under the hood?

do you have a second port at your fuel filler cap? where do the two big hoses lead?

That would make a lot of sense, not seeing any SNOW sticker but this looks like an aftermarket setup. May not all be grounded if there is an air heater in the crossover pipe, I just didn’t see any direct hot wires. Thanks for the info!
 
to me it looks like a propane injector setup

Those were really common on asian diesels back in the day
 
Has to be a fuel heater as @mudgudgeon mentioned. Wires running to the intake heater means it either runs off the same circuit (potentially causing overload) or gets a trigger signal from there with a dedicated power supply from the battery. Certainly an aftermarket installation, not a factory option.
 
Intake heater positive terminal looks like this and is on the back side, if one of the wires is connected to that terminal you know it's running off that circuit.
I'd remove it all and restore the fuel lines, make sure to disconnect both batteries so that there are no hot wires during disassembly
