What year? Until '94 you can. '95 - '97 have airbags, so no.

Correct me if I'm wrong...but I don't see why that would be an issue. (I mean - if you don't care about having an airbag.) Wouldn't a '94 steering wheel fit on a '96 or '97 just fine?
 
I don't know if the shaft design where the steering wheel attaches ever changed, but you probably can't fit a steering wheel for a non-airbag equipped 80/LX450 to one with SRS, or vice-versa. I don't know when 80's sold in Australia received SRS but mine (3/92 build) doesn't have it.
 
I just recently finished recovering mine. It wasnt terribly hard but I did take my time with it. I had bought a LS400 wheel from a junkyard so that I could have a spare to eventually send out to be professionally done but then I saw the $50 kit on amazon and figured I’d give it a shot. Not perfect but a huge improvement. Will see how long it lasts.

It’s a 96’. Do you know anything about getting new leather for it?

i got steering wheel leather from amazon to put over your existing one and it came out pretty good, you have to do the stitching yourself which it took me like 2 hours and a few blisters from pulling on the string but it turned out good.
