This might seem crazy, but you can actually create huuuge custom “page” sizes in Microsoft Word...and do all sorts of crazy layouts if you make photos free-moving.
You could then create a PDF, and while it would end up being a substantial file size...the photos would maintain far more detail so that when zoomed, the detail would remain.

I’ve done this in a pinch many times over the years and even done entire publication starting with such methods. It’s not what a pro would do...and seems primitive...but it works.

Screwy thing is, I am a professional - I'm using InDesign. The original size of the ID chart is around 8MB as a pdf. The assembled (or packaged) ID file is about 50MB.

The thing is, I would love to make this as a live chart - I'm looking...

'08-'11 are the same in regards to the critera in the chart.
'13-'15 are the same in regards to the critera in the chart.
Consolidate those and that will make the chart smaller.

I think this chart, at least for me particularly, is also a guide to the visual changes - for example, the hood 2008 is very different then the hood of the 2011.

Lights change almost every year as the technology changes.

Thoughts on making it into a website/html document vs a static PDF? Pictures could be clicked for enlargement and it could be interactive.

Exactly what I was thinking - plus, it could look like this:
