Issues with replacing my ebrake, are my rear hubs not OEM?

Now at this point what I've been doing is swapping original parts with the new parts until I figured it out. Swapping the brake shoe fixed the problem, kind of. It no longer drags. I'm using the original star wheel too. What's odd to me is that when I pull the ebrake, only one side extends. Is this normal? I imagine that when that side hits the rotor, the other shoe extends too?

edit, when I pull the shoe on the passenger side both extend

Did you install the tension/return springs that go on the backside of the rotor/drum backing plate for the cable/bell crank?
