We have solved the issue. (I think) It just started ten times in a row.
I removed the factory alarm system.
Thank you for the help and the awesome write up with pictures!
I am experiencing the same thing in my 1991 FJ80. The motor cranks just fine but won't start. If I let it sit for 10 minutes it will start. Thought it was the fuel pump but now since I read this I am second guessing my diagnosis. I have no use for the alarm system. I don't have the key fobs anyway. Where is the Alarm on a 91 anyway?

Reviving this oldy but goody. Intermittent start on my 450. Now sons daily.

He sent me a video today and it sounds like the plunger is spinning but not fully engaged.

Parts cannon thus far:
Neutral safety (occasionally shifting it to neutral would work)
Replaced contacts and plunger two weeks ago. They looked fine apart from some weird wear / gouging.
Battery voltage is fine.
HAVE NOT replaced fusible link but have a couple laying around.

Video in the link Won’t start

Thoughts?

As stated above remove the factory alarm. If the problem persists you need to check the Park/Neutral Safety switch on the passenger side of the transmission case. It can be out of adjustment and the leads/wiring can be abraded and creating intermittent no start and only a click.

Been there and done that.
