When I want to remove a bolt like that and am not able to remove it with a impact driver and I cant use heat, I opt out to drill out the center with a small drill bit. This creates a small amount of heat at the same time. I go as far in as possible. If you are drilling stainless, you want a new bit and drill SLOWLY. Use a cutting fluid if you have some. You can increase the size of the drill hole, watch the threads. You can usually use the same Phillips head to remove. Or you can try a easy out....be careful.
