IL emissions test

I recently moved here from Kansas City, Mo, so I'm going to have to retag everything for IL and to do that I have to get the emission testing done. Both my trucks have a CEL on, both for emissions related items. My wife was told by Naperville Toyota that they won't perform the test with a CEL on. Is it a state regulation or would it just be store policy to not do the test with a CEL on?

Illinois emmissions testing is done by state run facilities not dealers or shops. You will fail the emmissions test if the CEL is on. Illinois no longer performs sniffer tests up the tailpipe. Any thing prior to 95 I believe only has to pass once and then is exempt after the initial testing. Since your trucks are 97 and 01 you would just need to pass the initial testing.

Anything after 96 has to be hooked up to a scan tool to make sure there are no codes. They won't even start with a MIL on. You have to get it fixed, then drive long enough for all your monitors to be enabled. If all your monitors show they have looked at the system and it's passed the OBDII standards build into the ECM, then you pass.

Unless they changed things recently you don't need to test prior to tagging it. But six months later you will receive a notice for testing. Then if you pass on the first round you will only need to test every two years.

There're couple of extensive/exhaustive threads on P0401 in the 80's section. I recently went through this myself. I suggest you read up on the threads and perform the various diagnostic tasks to find the root cause of this issue (Raventai has an excellent primer on this) rather than throwing bunch of parts at it. At the very least, replace all Vacuum hoses that go around the EGR modulator, VSV, etc since they're prolly brittle and not holding a good vacuum.

I intend to do some work on that this weekend. It's better knowing that I don't have to get the emission test done straight away.

The lady on the phone said something about tax that I'll need to pay, but couldn't tell me how they figured that. I didn't think IL had personal property tax.
 
IL has all kinds of taxes!!!! Street tax, breathing the air tax, driving through construction zone tax, dog tax, cat tax, parking in front of your house tax... :-)

there's a tax which is paid when you register???/change title on a car to new owner( in my case when I purchased it from another owner). 25 bucks for any vehicle over 10 years of age. I don't know if this applies in your case (same owner) but it gives you an idea.:cheers: tell us what happens.
 
Finally got everything resolved with just paying for the registration and getting the plates. No taxes since I had the truck out of state for years. I'll get a notice to get emission tests sometime int he next few months.
