how much force to pull rear bumper mount?

Need my rear bumper mount pulled on bj60. Does it need to be on a frame straitening machine, or can is be done another way. Trying to go for cheap or free Mabey hook up a winch to a tree or borrow some ones truck with winch to pull it strait. Possible? I am south of vancouver. If a winch can do it, that would be great!

I looked under the bumper and its just two ears that need to be pulled out. Simple come along or frame puller to pull them out OR fab up new ones, cut old ones off and weld on new.
