Just purchased a 2002 Lexus LX 470. Horn does not work. Found two horn relays just sitting in center console. Person I bought it from says the relays were there when he bought it. I presume the horn didn't work during his 5 yrs of ownership. I know the horn relays install on the back side of the driver's kick panel fuse box. But my question is, does anyone know why anyone would remove those relays? I haven't removed the fuse panel to yet to confirm non-existent or non-functioning relays since it looks like removing that fuse panel isn't a two minute job but I suspect something was awry which led to the relays removal. Anyone have an idea as to what that might be? Malfunctioning alarm system? Or is there a common horn system failure?
 
Is very common from water to leak from the windshield moldings after heavy rain in to the fuse box kick panel triggering the horn.
