Help me identify this pigtail please & electrical question

I'm trying to exercise some of the electrical demons I'm having. And I somehow created a new one yesterday :bang: but near the fuse box by the kick vent I have this unattached pigtail and don't see a mate for it. I doubt this is part of my problem but wanted to see.

Actually I have evidence that there was a rodent behind the dash.

Here is my second question. Since everything is so tight and difficult to access behind the dash I was wondering about creating a new secondary fuse panel and rewiring what doesn't work from there (cigarette lighter and radio - possibly the horn I still cant figure that out). It seems like it may be the path of least resistance. Plus it will give me a location to wire fog lights I would like to install.

Emissions computer, leave disconnected. I don't recommend a secondary fusebox, fix the wiring and utilize oem routing for ease of diagnosis. The wiring on these trucks is extremely simple, you'll likely create more problems by trying to reinvent the wheel, especially if automotive wiring isn't your forte.
 
A Rodent behind the dash could in fact be the path of least resistance to a burned up truck!. There are number of wires that can be high amps, and something chewing up the wires is not what you want.

Get a good wiring diagram from @Coolerman site, for your year of truck, he also has a lot of the OEM Connectors, and there are several vendors who sell automotive colored wiring. If OEM style connectors are not available it is normally possible to re-pin the ones you have.

An aux fuse panel or relay box is not a bad thing - you just don't want your existing wiring burning up.
