Grounding wire issue

Hello everyone,
I have a 1993 Cruiser that often doesn't turn over without 10-20 key turns. The battery is charged and I replaced the starter, but it's still not turning over right away a lot of the time. The horn and radio also are problematic, making me believe it's electrical. A friend suggested it may be the grounding wire. I wish I knew more about my rig and could truly turn wrenches, but I am usually at the mercy of my mechanic. I'm wondering how much replacing a grounding wire might run me. Anyone have a ball park? Could it be a worn out ignition cylinder? The reason I ask is because the radio, horn and starter are all connected through the ignition (either accessory position or start/run position)
