Front Axle Boot Grease Leak

1999 with 330k. The front passenger axle boot has cracked with large amounts of grease coming out.

I don't know enough about these axle designs and setup but I'm assuming the Boot is suppose to be just a dust cover and not have grease in it? If that's true, then what should I start looking at and considering first?

I didn't want to tear into it until I understand more of what is at hand.

The boot is meant to hold grease. The grease leaking out is a bad sign

You can reboot it with toyotas reboot kit, assuming it doesn't click

Otherwise need to get OEM CV axle, I've heard nothing but bad about the aftermarket ones. Most Toyota dealerships are still running their parts sales
 
Clean it off and see if the boot is cracked or if the leak is past the band clamp at the end. If the boot's cracked, you'll need to a minimum reboot, could need a new CV depending on how long it's been/how much grease is gone/water intrusion. If it's the band, there's plenty of threads on rebanding and various clamps people have tried.
