But wait... the 2 different installs pictured above have the Jegs bracket on opposite sides of the pump.... or am I just seeing things all wrong?
Good eye! Yes you are correct. Couple issues, one is exhaust header or manifold, two is use OEM pulley (Toyota one & drill out) or buy a pulley for the Sag. I have aftermarket header & reused my pulley so it sticks out more, therefore had to put bracket on front side of pump.
I'd say best to use actual angle iron but I had a shop form a plate. Like said above, your belt tent ion wouldn't come anywhere close to the amount of force to bend that metal!

It could work with a smogged set up.

The belt lengths would change as would the steel angle bracket for mounting the pump.

The pulley, pump house would stay the same.

Biggest issue would be figuring out what clearances you would need to clear the smog pump. The steel angle piece may need to be cut creatively to make everything work just right.

I also don't recall the mounting smog pump mounting point. The same bolts may be used for the original pump / smog pump combo.

Anything can be made to work. This set-up has minimal fabrication in the fact that it is bolt on and not a welded fabrication. Working around the smog pump will increase the level of fabrication needed to make everything work.
