my ‘79 had a carb fan. I now have a ‘70 that i am putting in a 1979 2f (de- smogged) . Will it need a carb fan?
 
Probably not. What exhaust manifold are you planning on using?
 
Am I better off with that?
That is a question only you can answer. I run a header on a 2F and do not need a carb fan, a stock manifold will warm up the carb faster on a cold day but may overheat the carb on a hot day.
Some of the later exhaust manifolds are called "Thermo-nucular" because they get so hot...
 
Header here on my 77, no fan in place and no issues in the heat. I usually look for ethanol free gas when it gets hot to control it boiling in the carb bowl and knocking.

Make darn sure your header mounting ears are the same thickness as the corresponding intake ears or you will likely be chasing vacuum leaks. Ask me how I know. I ended up shaving one half of a machine flat washer to correct the difference in each location, marking the outside of the washer with a sharpie and assembling it. That was 8-10 years ago and I’ve had no issues.
