FJ-55 Front Fender Question

I got in a discussion with a supervisor at cruiserparts.net today over a left front fender for an Iron Pig. I was looking for the front 2 feet of both lower and upper fender to patch my fender that was crushed on the front. I wanted both pieces as both of mine needed replacing and the fact that both pieces are welded together. He was adamant in that the top piece is a valance and only bolted to the lower fender with no welds whatsoever.
My fender and "valance" have what look like factory spot welds every 4 to 6 inches besides the bolts.
Who's right?

I have fenders from years ranging from 1968 to 1976 and all the lowers are two piece welded at the factory in about the center of the wheel opening. The early fender valance was welded to the bottom fender with MIG welds or something similar, on the later fenders the valance was welded to the bottom fender with spot welds.
 
why don't I remember breaking any welds? prolly me...
