On my 72 Pig, the fenders are held on by a flat washer that appears to be welded to the body. Is it possible for me to weld a lock washer or something similiar to the body and run the bolt through both upper and lower fenders to hold those in place? I have tried to find exactly whats on there but with no luck.
 
I'm not sure if I'm completely understanding what you are describing, but there should be several bolts attaching the upper and lower fender to the doghouse. What you say is a flat washer welded to the body is a nut, and there should be several of them. Once you get all of those bolts out, most of mine were rusted on, you can remove the fenders. My fenders were spot welded together in a few places, so I had to drill out the spot welds to separate them. After I cleaned them up and painted them, I riveted the upper and lower back together in a few places.

To be perfectly honest Im not sure if I know what I am describing. Yes, there are several screws holding the upper and loswer fenders together. However, mine has what appears to be "flat nut" that appears to be welded to the dog house. Yes and several of my screws, actually all but two, have broken off inside said nut. I guess what I am asking is, once I get those off can I weld a lock nut or otherwise to the dog house and perform the same function? Dont know if that is any clearer tha mud:)
 
You could weld nuts to the back side or use blind nuts.

Blind nuts work like this.

Well a picture would certainly help, if that is possible. I don't know why someone did that, it's not stock, at least mine didn't have that. However, if you see any advantage to it being there, go for it. For me, riveting the two fenders together and re-using the mount points made the re-install much easier.
