Error when trying to start a new conversation?

I tried to PM nuclearlemon and got the following error:

"You may not start a conversation with the following recipients: nuclearlemon."

Help?

Others have not been able to PM here as well, so it is not just me.

What is the solution to being able to start new Conversations with Ige?

That user has Conversations turned off in their account preferences.
