Engine Advice

Not sure if this sound has anything to do with the issues, please take a look at this video and share your opinions. I'm not an engine guy per say, just trying to have some thoughts before going to my mechanic for fixes.

I had a mechanic change out the plugs, rotor, cables, pvc filter, adjust the timing and there was a vacuum leak at the base of the Weber. That being said, it runs a 100 times better!

My next question, and thank you for your patience as I'm obviously not an engine guy, is with the Weber conversion, is there something missing, not capped properly, etc in the attached picture? I used a mechanic listed on this site as being a reputable classic FJ guy and when it was running rough, I took it to my regular mechanic who found the carb was fully bolted on and the timing which he allegedly adjusted was at 0.

Thanks in advance, all of your suggestions have been a huge help. Oh yeah, and I have an occasional high pitch whine which I'm sure is another vacuum leak.
 
high-pitched whine in the vid could be a vac leak-does it change pitch when you change rpm? --like get lower when you kick the throttle?(vac gets less then)
It almost sounds like a metal-metal contact somewhere-that would get higher when rpm went up----
The(what I think is the air pump) has an open pipe--is that intake? If so, seems you would be sucking all sorts of trash into it to pump into the cylinders---{I am not smog-knowledgeable at all}
