Likewise on my '73. Two separate switches. Mine rear heater doesn't get hot either, but its in the floor of my garage.
 
2 switches on 68-71, according to the owner's manual.
 
For the poll, My 77 has one switch that controls both the front and rear.

Back to the first post: The rear heater needs anti-freeze from your engine cooling system. A possible problem might be if there isn't sufficient anti-freeze in your system, or the hoses that run between seats from the passenger side are pinched or clogged.

If you take the hose off at the base of the rear heater, fluid should come out.

I found out the hard way that it runs on engine coolant.
