Still trying to figure out why the 62 won't turn over, replaced EFI relay and the circuit opening relay, went to test the fuel pump using the paperclip thing and saw this....any idea how this could've happened?

Looks like wax melted out of component. I’ve seen that on blown guitar amps where the transformer is blown. Also seen vintage wax capacitors melt like that. I wonder if the relays are wax potted. I’ve never taken one apart, but I’m sure someone else can chime in. My first thought is wax.
 
Wipe it down a little, I bet it's not melted. Every obd 1 diag port I've ever seen was caked full of dielectric compound like that
That’s a good point. I bet someone greased up their male plug before inserting it last time a diagnostic was run.
 
engine won't turn over?
any clicking or noises?
good battery?
fusible links good?

spray contact cleaner will take care of the dried goo
 
Every one of my Toyotas has that except for my diesel one ( I have had 4)
