is it common for these switches to get stuck, all the switches on my dash work except for that one switch. Does the switch need to replaced or should I unscrew the dash panel and start monkeying with it? Also, what's that one toggle switch left of the tailgate switch do?

Not sure what toggle you are referring to, might be best to post a picture of that.
You likely have a sticky cable.

The heater/vent/defrost cables do get stuck. One trick is to pull the plate and drip some ATF down the cable and work them until they free up. There are no new replacements although there are used assemblies available.
