I have a 96 fzj80 that I have been trying to diagnose and fix the cruise control that has never worked since I have owned the truck. I’m troubleshooting my cruise control which may be having issues due to an anti theft system installed by previous owner.
Originally the cruise control light would come on while driving but would not engage when trying to set the speed. The CC light would not blink or change when trying to do this. Following the FSM I checked for any trouble codes by using a paper clip on DTC1 and no codes would be reported.
In tracking this I tested the actuator and replaced it as it failed the resistance test when actuating the solenoid. I have adjusted the actuator cable to remove any slack. I’ve checked to make sure the brake light switch is adjusted properly and tested the resistance. I have also cleaned the speed sensor. No progress made with these steps.
I FINALLY found one of the culprits of my woes when I discovered a previous owner had installed an anti theft device for the vehicle and left some exposed wiring that looked like it could have been causing some gremlins. I am removing the system because it never worked in the first place. I removed the majority of the wiring and went for a test drive, when I tried to engage the cruise control I got the glorious 5 blinks. I checked the DTC codes and have a code finally.

I am having trouble deciphering what code this is. It looks like it might be two codes? I can’t find any of the codes in the FSM other than code 11 & 21. Any help tracking down this code would be greatly appreciated!
The second side to my question has to do with undoing the wiring of the anti theft system. I was able to remove it all except for 1 wire that is spliced into the ignition wiring. It also looks like they might have added in a relay as well. Is there a relay in the stock configuration? I am not very experienced in the world of electronics so I am a bit out of my depth.

This is the relay and the wiring going into it. The orange wire was connected to the anti theft system. The relay is connected to the ignition switch, if I unplug it the ignition switch does not work.
Here is a photo of the wiring from the ignition switch connection running to the relay. The solid black wire connects to a black w/ white stripe wire matching the one that is spliced into the two wires running into the relay.
It looks like I would be able to delete the relay and reconnect the black w/ white stripe wire to its original connection and be done with it. Just want to confirm this relay is unnecessary before going ahead.
