Look at where it from. EVERYTHING in Cal. is expensive. Or he loves it so much he really doesn't want to sell. 
That is a little pricy but the small ones like that are hard to come by. 3/4 ton models are easier, but are HUGE!!
Looks home/custom made, as the frame isn't like the M416/M101, and neither are the flares, nor the tongue. Either way, it's a little steep, though if you were to do one yourself, by the time you got everything into it, you'd in a few grand at least to get a tailgate, repaint, new axles/hub, new wheels/tires to match rig, 3-axis hitch plus custom welding.
