Cloth on window mechanism arm?

What was/is the purpose of this (in the front door of my 66 FJ45LV) and should I replace it during resto-mod?

Probably to silence any noise or rubbage between to 2 arms

I wrapped mine in adhesive backed felt. Seems to work so far. I see you already have a piece of foam between it and the door as well. I am riding around with the door cards off and no headliner chasing rattles. Getting pretty close. The headliner and door cards are a bit delayed due to my upholstery guy just had knee surgery.

This is a project in disassembly stage - was wondering what these cloth things were for... sorta weird rattle control device.

I have found those in un molested doors too. They do look like a quick fix to a problem detected in the production faze. As in ," Wow we got a rattle problem there, have the folks in the fabric shop run off few hundred yards of that surplus material and stuff it over the rods." Would be fun to have the story from a reliable source.
