Clicking noise in shifter area when I hit the brake - what is it?

When I hit the brake there is a clicking noise that happens coming from the area where the shifter is located (where you shift from park to drive, etc.). Everything works fine but it is constant when you hit the brake pedal and only started a few weeks ago (sometimes it does NOT happen if you are braking from a higher speed). Any thoughts? Is it dangerous or a symptom of something serious?
 
Does this happens everytime you brake or only when you brake suddenly? Does it happen when you're moving slowly and apply brake pedal pressure? Does it happen in both forward and reverse?
 
I'll hear something like this when parked and press the brake. I have found, by doing a Zero Point Calibration, clunk sound reduced. I had one, where ZPC was undone. That would clank very loud, until ZPC set.
 
I hear the sound each time I apply the brake. It sounds like it is coming from directly below the shifter. It is not the "clunk" that you might hear putting the car into reverse. It is a constant. It sounds like something is firing and timed perfectly to pressing the brake pedal.
 
That is the shift lockout solenoid. It is supposed to keep you from shifting out of park without the brake being pushed. I alway thought it was disabled once out of park, but I've recently noticed it happens all the time now. Even driving down the road when I hit the brakes I get the small "click" sound of the solenoid activating. I feel that I would have noticed this before so perhaps it's something new...

Can anyone confirm that the solenoid activates when the brake pedal is pressed even when you are out of park?
