Sounds exactly like worn starter solenoid contacts.
FYI, I've received 2 OEM remanufactured starters in red and white Toyota boxes that had bad contacts right out of the box.
There's probably 100 threads on this issue.

Explain the Bad and how to Resolve.
The more I read; this is likely this Issue with the Denso Reman I have.

Both reman starters that I received had pitted plunger contacts, and the battery and motor contacts were improperly installed.
I rebuilt both with OEM parts and they've been working for the last 8 or 9 years.
There are many many many threads on replacing solenoid contacts, along with part numbers and procedures.
