That means that there is an issue with that wiring harness or the bulb burned out. One side of the plug should show 12v and the other ground. Check both!
 
to eliminate bulb burnout, do they light up when you turn the ignition key over without starting to get the full dash christmas tree effect.
 
i didn't think the CDL light was supposed to light up when you put the key in
 
The center diff lock indicator lamp in the dash does not come on when you turn on the ignition key on a '97. I don't think it does in any models but someone should check the 91-92 models to be sure.

If the CDL bulb is out the ABS should come on if there is no wiring problem.
I just tested the indicator I have and it is just an on/off switch. So shorting the correct indicator should light up the CDL,ABS and Diff's if they are locked.

You could remove the indicator and feel if the fork has moved from locked to unlock. Don't know how hard it is with the t-case on the vehicle though.
