My 1995 passed on everything else, great numbers out the exhaust!

But he said, "The EGR Vacuum modulator had no vacuum. The EGR itself gets vacuum, so the failure is the EGR Vacuum modulator."

Is there a fix to the modulator, or do I have to just spend the money and buy a new one?
 
It must be hooked up wrong if the EGR actuator gets vacuum but the modulator does not. The actuator is in series with the modulator and downstream. There is a simple test for the modulator function shown in the FSM.
