Body Repair : F'glass cloth v. weld

As everyone, I've body rust here & there.

Some of the areas have multiple curves (FJ60, rear Q panel where mud flaps mount); some have simple curves (FJ60 , roof 'side' by rain gutter)

Questions:

Merit, if any, of fiberglass cloth & resin versus welding metal
- Q panel
- Roof

If using cloth & resing: should apply to bare metal
or
can it be applies to POR-15'd metal ?

( Oh , I have a medium torch: could solder metal: don't have welding equip)

Fiberglass mat and resin have to be applied to bare metal. If you're gonna do it this way, cut all rust out to bare, clean metal, otherwise it won't last but just a few months. Consider doint it by welding if you want it to last, horbor freight and others have relatively inexpensive migs that run on 110v
 
Rule of thumb:
If the hole (after rust is cut out) is bigger than a dime weld in new steel, otherwise you can fill it.
