How new is the fuel filter?
What does the carb look like on the inside? Have you cleaned it with Carb cleaner while its running?
Have you checked the vacuum pressure with a gauge?
Is this a new problem? have the idle and mixture screws been dicked with?

The motor is stock with a suposedly rebuilt carb ,new fuel filter ,new distributor, idle screw is set 1 1/4 turns from fully closed, it has 15 lbs of vaccum at 750 rpm ,I just bought this project 4x4 and I'm still sorting out whats be done to it.
Im having same kinda problem with mine 76 fj40 stock 6 banger got the hi idle prob fixed now it wont idle very good and at stops it quits on me,run with choke out a bit to keep it running,

your problem sounds like a vacuum leak. try spraying carb cleaner around the carb and intake and listen for it to rev up alittle this will be where your vacuum leak is.
