ARB Rear Bumper - second spare mount?

Good Afternoon,
I have happened along a second spare for my LC200, but I cannot seem to figure out the best way to mount it in the factory (under trunk) position. The ARB rear bumper has a bracket that blocks the hole. This appears to come off, but I cannot see a way to get the tightening rod past the bumper and into the socket. Has anyone else come up with a solution for the second spare?

I have an ARB Bumper and a second spare under the truck. My access isnt blocked. What bracket are you talking about??

As I recall, I open the rear gate and lift up that little flap and have access there
 
ARB offers right and left tire swing outs, so if you don't need the 5 gallon can carrier you can carry 2 spares.

Also My ARB bumper does not block that hole for the OEM factory spare tightener. it has a rectangular hole there for access .. so if you don't have that with your arb , just cut a hole with a hole saw.

Can you take a picture to show where you are trying to access the tire winch from?
