air filter attachment

I did my first oil change on the 77 today. Also changed out the air filter.

The old filter had a weird plastic "blade" attachment on the outside of the air filter:

It does not spin.

Anyone know what this device is supposed to do? Is it worth installing on the new air filter?

Seems like it blocks the air flow to almost half the filter. Creates turbulence in the air flow to the turbo?

Some kind of spacer that allows air flow??

Some truck /car manufacturers (Hino for one) use these to swirl the air around a filter which I assume is to use the filter evenly, but this doesnt look like it would do anything.
