Afterglow not working on 2H 24V

Patient is a Canadian spec 1986 HJ60. Very stock. Starts fine, even when cold.
But after about 20s to 30s (depending on temperature) the first glow plug heat cycle is over (relay #1 shuts off and voltage to glow plug rail drops to 0V). Engine shakes and smokes bad until it warms up (takes a few minutes). So my afterglow cycle seems busted.

From what I can tell, my relay #2 is not activating. Traced it back to the glow plug timer. No voltage on pin 5 of the connector that activates the relay. Opened up the timer. No obvious fried parts. A bit of heat stress on the board by these two blue resistors.

The glow cycle dash light also doesn't light. Bulb is fine.
Anyone out there who has had similar problems?
Right now I've patched in a switch to manually activate relay #2.

Thanks! I've been through the diagnostics (have an original hard copy manual at that!) and it points to the glow plug timer. #2 relay seems OK. I have not been able to source a schematic for the timer module. Hoping that someone has fixed theirs and might help me get started on debugging things ...
Fortunately (?) there are no obviously fried components. Currently suspecting one of the two power transistors. When I pulled it off and tested it, my meter couldn't get an Hfe value. But it seemed to test out OK manually (the back to back diode check for a PNP). Ordered a new one anyways on eBay.
