Advanced options unavailable on mobile

This has confounded me for months.
Why are all my advanced options grayed out and unavailable in mobile?

I can not find a setting that may alter this. This is using Chrome and in mobile view. The wife does not have this issue also using Chrome and mobile view.
What am I missing?
