Reviving this as I just modified the fog control circuit in my '99 to my liking (new BD fog lights made it worthwhile).
I started at the combo switch pin 17 as others have, grounding it.
In order to have the hot side of the fog relay coil hot whenever the parking/tail lamps are lit, working in the left kick panel I de-pinned 11 from the (2J) plug and left the Red-Blue wire floating, then I re-fed it with a jumper and spare connector socket spliced to the tail light output at pin 10 in plug (2O), green wire. This is similar to how the factory powered the relay from the low beam output, luckily the low beam and fog relays are in different boxes so there is wiring to work with and change it. -You may need to peep the EWD to make sense of it but it works great, fogs are available anytime the parking lights or low beams are on!
