Haha. I lived in SW Pennsylvania my whole life until 3 months ago. I'm no stranger to rust. My 08 looked pretty similar to the one posted when I bought it six years ago. I used fluid film at least once a winter every year, but the rust took over. Here are some pics from a couple years ago when I removed the rear bumper to fix a cracked plastic quarter support. I dropped the spare, cleaned up the rust. Covered everything with coroseal, painted, fluid film. Rust was back through within 6 months. The frame was never compromised, it was all surface rust.

I get that in the north we just have to deal with it, but if he's moving to the west coast soon, I would not take anything with ANY rust on it.
Here is mine around 12 months after an initial Woolwax Black application (outside of the frame) and Fluid Film (inside of the frame). I also touched it up in October, after it had turned red from Utah dust and sand. We've had a nasty winter since then with a lot of salt and it's been though a lot of creek crossings and mudholes as well. No issues with rust coming back at all. I laid it on thick, right over the surface rust. It then attracts dirt (note that our dirt is also orange/red around here) and creates a nice waterproof, airtight, self-healing layer (without the dirt it might wash off). If you disturb the upper dirt layer with your finger, there is still a inner black Woolwax layer over the actual metal. The inside of the frame is the same way (nice 360 degree coating). I'll pressure wash it again this fall and touch it up again, prior to our next salt season.

Looks awesome man! Hopefully the pb blast surface shield will hold up the same for my rig. I do need to find a frame rail spray fitting though.
 
Here is the gun I used. I've heard the PB product is good and maybe better than Fluid Film! If you can get it in bulk the Kellsport gun is really easy to use and has the 360-degree attachment.
