There is an access panel under the seat in 2nd gens, but I don't think it's big enough to fix this. Resign yourself that the tank has to come down, your high pressure fuel line has sprung a leak. It's actually common, I had to do the job on my son's old Corolla last summer, it SUCKED. It is probably the bracket that holds the fuel pump in the tank, it has a big flange that bolts to the top of the tank. The high pressure line is steel as it comes out of this bracket, bends 90degrees, then attaches to a stiff hose with a flare fitting. This part usually rusts out right where it exits the top of the tank, I believe it's about $100 to replace, is probable a dealer-only part. Here's what it looks like:
The second picture shows where it isually rusts thru, right at the bend.
It could also be the fuel line that is bolted to the frame rail. If it were me and I were going to all that trouble, I would replace both of them anyway.
Besides the usual tools, you will need flare wrences, lots of PB Blaster, a floor jack to raise & lower the tank, and a garage with plenty of ventilation.
