While I was deployed this last August the fuel damper valve went out in my wifes 4Runner. She took it in and had it swapped, but the only thing that seems to have changed is the long running fuel smell has disappeared. We're only getting approx. 8 mpg and it takes a lot of turning over to get it started if it sits for very long, almost like it's flooded. I'm out of ideas as to what it could be. Any help would be great.

What about the fuel pressure regulator? The dampener is not the same thing, they are seperate parts.

Also, has the fuel filter been changed recently?

Have you checked the ECU for any codes?
 
Sounds like troubles I was having after replacing my knock sensor. I had to remove the dampener. After finishing the job I had the same starting problems with bad milage and a fuel smell. I just found out yesterday that I had over tightened the dampener. This caused the crush gasket to extrude out and resulted in a fuel vapour leak. Fuel pressure that is usually held in the fuel lines leaks off causing your starting problems as your fuel lines have to be primed each time you start. Try removing the dampener and replacing the crush gaskets and be careful the you don't tighten it up too much. I went finger tight plus about 1/8th to 1/6th of a turn to seal it up.
