77 Series w/ Rocker & Fender Rust

Hi everyone, new to the forums. I've been shopping around for a cruiser for a while and one has been on the market locally that piqued my interest. It's a 1990 77 series w/ the 1HZ diesel and ~195k miles at what looked to be a reasonable price. I looked at it this morning and have some questions/concerns before moving forward with it.
  1. First and most concerning is some flaking rust at the rear rockers. The driver's side has 3" soft spot. There's also some rust holes on the front passenger fender, but they don't feel soft there. The frame is in great shape, but I'm not sure how much these spots would cost to fix and how much they impact the value.
  2. During my test drive there was a sway to the truck, like it was going over uneven terrain. It desperately needs new tires and may just be a flat spot, but not sure if anything else could cause this?
  3. There's been some electrical mods, namely an electric fan installed on the radiator in place of the standard fan. He said they couldn't find a replacement to the original and that was his solution. The really weird part is that to turn the fan on you connect a wire to a fuse that hangs down under the steering column. This may not be a big deal to sort out, but thought I'd bring it up here.
I had the seller down to $18k, but that was before I found the rocker rust. Wondering whether to try and get him down a bit more and take it as a project or just walk away. Would love y'all's input! BTW, the missing trim pieces are in the back of the truck. He was stripping it down for a paint job I think.

Ehhh, that's a high price for a rusty truck. I love 77's more than words can tell but I would definitely have him start negotiating at about $6,000 or I would walk away. I promise you there's rust you aren't seeing.
 
I always with the adage, “you only see 10% of the rust”.
