Do you have a consistent place to plug in? The inline radiator hose heaters work pretty well, and you should be able to get a frost plug heater too. Neither of these options are active circulation heaters, but both work pretty well. If you can’t guarantee a place to plug in then it doesn’t get much better than a Webasto or Espar hydronic heater. I installed a Webasto in my Prado and have consistent starts without glow plugs at -25°F.

We have a dedicated outlet for it. It is just really not fond of any temps below like 30 degrees right now.
 
The circulating heaters are pretty damn great, have installed them since the 1980's.
My Toyota's have all had this system and sometimes it's a quick 10 minute job.
My major daily had this, but now runs a Webasto, and plumbing is identical.
Block drain 14mm deep socket, remove tire and skirting for ease.
Block drain is supply to heater, heater exit should tie in to your hose to heater valve on firewall using the "Y" fitting in order to capture the hose from the block...formerly the block to heater valve hose.
You need some vertical rise for the convection process efficiency, also when parking set heater to defrost for best results.
On cold days I often have a slightly cleared windscreen.
